MUSCATINE, Iowa — The Muscatine City Council will welcome two new police officers, consider two public hearings, and take up a number of other business items during its regular meeting at 5:30 p.m. Tuesday, October 6, in the City Council Chambers on the second floor of Muscatine City Hall, 215 Sycamore Street.
Timothy Long and Dedrick Jordan will take the oath of office and be sworn in as new members of the Muscatine Police Department by Mayor Brad Bark at the beginning of Tuesday’s meeting.
Mayor Bark will then issue two proclamations, recognizing October 4-10 as Fire Prevention Week in Muscatine and establishing the date and times for Trick or Treat in Muscatine.
The Council will also hold two public hearings concerning:
- Declaring City-owned real estate on the north side of the 1200 block of Grandview Avenue as surplus property
- A development agreement with Industrial Development LLC, related to an expansion at Musco and the appropriation of Tax Increment payments

Resolutions related to the two public hearing topics will be considered and voted on later in the meeting.
Additional agenda items
Other items on Tuesday’s agenda include:
- Setting a public hearing for October 20, 2026, regarding amendments to City Code Title 2, Boards and Commissions
- Accepting the completed work on the Muscatine Marina Confined Disposal Facility Relocation Project by Heuer Construction, Inc.
- Approving the termination of the contract with Lansing Brothers Construction, Inc., for demolition of 201 East 2nd Street
- Accepting the FY2027 Iowa DOT Transit Joint Participation Agreement totaling $512,680 for operating expenses
- Approving a Professional Services Agreement for sponsorship between the City of Muscatine, Sportsman Solutions, and Member Community Credit Union
- Approving renewal of the School Resource Officer agreement with the Muscatine Community School District
Purchase orders
The Council will also consider the following purchase orders:
- Turfworks — $22,100 for a new top dresser for the Muscatine Soccer Complex
- ProFlight Cages — $16,485 for batting cages to be located inside the Musco Sports Center
- Veenstra & Kimm, Inc. — $19,300 for a sewer rate study
- North Construction — $24,999 for improvements to 602 East 7th Street as part of the Ignite Vitality Mulberry Project
