MUSCATINE, Iowa — A short agenda will be on the table when the Muscatine City Council meets for its regular meeting at 5:30 p.m. Tuesday, September 15, in the City Council Chambers on the second floor of Muscatine City Hall, 215 Sycamore Street, Muscatine.
Three proclamations will open the meeting, including designating October 4-10 as Public Power Week, September 30 as Truth and Reconciliation Day, and October 12 as Indigenous Peoples Day.
Public hearings
Three public hearings will also be held during the meeting in regard to:
- Amendments to City Code regarding garbage and recycling collection
- Amendment to the Urban Renewal Plan
- Plans and specifications for the Carver Corner Roundabout Project
Under the current city ordinance, each household is limited to one refuse cart and one recycling cart. However, some residents regularly exceed this capacity and would schedule a bulky waste pickup or haul the excess waste to the transfer station themselves.

The change to City Code would allow residents the ability to rent up to two additional 65-gallon refuse or yard waste carts for an extra fee. Residents would be required to pick up and return these rental carts directly to the transfer station or pay a $10 delivery and/or pickup fee. The monthly rental fee would be $10.00 per month, prorated from the starting month through the end of the current calendar year. There is also a $50.00 refundable deposit per cart.
The first reading of the amended ordinance will be held later in the meeting.
The Urban Renewal Plan amendment is to allow for a Development Agreement and TIF rebate with Industrial Development, LLC for Phase II of the Musco Lighting expansion at the Muscatine facility. The proposed development agreement will provide for a 10-year, 50 percent rebate agreement, up to a maximum total rebate amount not to exceed $1 million. A resolution to approve the amendment will be considered later in the meeting.
The development and design of the former McKee Button and the Merge Development at "Carver Corner" created the need for consideration to be given of how traffic would be handled at the intersection of Green, Grandview and Hershey. With the introduction of the Mississippi Drive/Grandview Corridor Reconstruction Plan, a roundabout was determined to be the preferred method of traffic control.
The Iowa Department of Transportation (IDOT) is handling the plans, specifications and letting of this project. Once IDOT has received the bids, they will submit the bid tab with their recommendation for City Council consideration. There is no further action needed by the City of Muscatine until IDOT returns with its recommendation.
Additional agenda items
- Set a public hearing on October 6, 2026, to declare as surplus the north side of the 1200 block of Hershey Avenue, which is currently owned by the city
- Set a public hearing on October 6, 2026, on the Development Agreement with Industrial Development, LLC
- Approve the updated Title VI Policy, Assurances, and Non-Discrimination Agreement along with the Limited English Proficiency (LEP) Plan and Public Participation Plan (PPP) required to receive federal transportation funds
