MUSCATINE, Iowa — The Muscatine City Council will receive an update on the Connect Isett Project during its July in-depth (study) session at 5:30 p.m. Tuesday in the City Council Chambers on the second floor of City Hall. HDR Engineering, Inc., the firm leading the project design, will present the latest information.
The meeting will also include six public hearings related to appeals filed by property owners on the north side of the 200 block of East 2nd Street. The intent of the appeal is to allow the property owner the ability to address the notice and letter dated June 19, 2026, from the Community Development Department identifying the respective building as substandard, and an unsafe structure that is not habitable (nuisance of a Dangerous Building under City Code Section 9-3-3 (R1-4)).
About the Connect Isett Project
HDR Engineering was awarded the design contract on June 27, 2024, and is working with the City to improve safety, traffic flow, and infrastructure along the 1.7-mile corridor from the U.S. Highway 61 Bypass to Cypress and East 5th Street. The design phase is funded by a $2 million RAISE grant from the U.S. Department of Transportation.
The project aims to address long-standing challenges along the corridor, including unsafe pedestrian conditions, aging infrastructure, and intersections that no longer meet the needs of growing commercial traffic.
Proposed improvements
Road reconfiguration — Converting portions of the corridor from four lanes to three.
Roundabouts — Up to three new roundabouts to improve safety and traffic flow.
Sidewalks and multi-use paths — Expanded options for pedestrians, cyclists, shift workers, and residents without vehicles.
Infrastructure upgrades — Bridge work, landscaping, storm-water improvements, sanitary sewer upgrades, and water main replacements.
These changes are intended to create a safer, more efficient, and more welcoming corridor for residents, businesses, and industrial traffic.
