MUSCATINE, Iowa — The Muscatine City Council is expected to approve the purchase of three new police vehicles and an automated refuse truck during its first regular meeting of July on Tuesday, July 7. Several additional purchases and contracts are also scheduled for consideration.
The council meets at 5:30 p.m. Tuesday in the City Council Chambers on the second floor of Muscatine City Hall.
Public hearing on city code amendments
First on the agenda is a public hearing on amendments to City Code.
City Code Sections 13 6 2.3 and 13 6 2.6 outline Muscatine’s Prohibited Discharge Standards and Specific Pollutant Limitations, which protect the Publicly Owned Treatment Works (POTW) from interference, permit violations, water quality impacts, worker safety hazards, and biosolids degradation.

As required by the Iowa Department of Natural Resources and the Environmental Protection Agency, Water Pollution Control Plant staff completed a periodic review of these limits using five years of data. Staff recommends updating both sections to reflect revised pollutant thresholds.
A public hearing will be held prior to council action on the resolution approving the first reading of the amended ordinance.
Planned vehicle and equipment purchases
The council will consider approving:
- Three 2026 Ford Interceptor police vehicles to replace two School Resource Officer vehicles and one travel car.
- A 2025 automated refuse truck for the Solid Waste Division, replacing a 2016 automated collection truck.
- A deep tine aerator for the Muscatine Soccer Complex, replacing a 2012 unit.
All purchases were included in the FY26–27 departmental budgets.
HMA overlay program and other contracts
Manatts, Inc. is expected to be awarded the contract for the HMA Overlay Program, which resumes after a three-year pause while Road Use Tax and Local Option Sales Tax funds were directed to the reconstruction of West Fulliam Avenue.

- Parking Lot #7 Restoration — Accept completed work by Heuer Construction, Inc.
- Clark House Fire Alarm Replacement — Award contract to Crawford Company.
- Heinz North America Agreement — Approve the ninth extension for wastewater services and rates.
- Musser Public Library Roofing — Approve contract with Top Choice Construction and Roofing.
- Public Relations Services — Approve contract with LS2 Group for PR services related to the 200 block of East 2nd Street.
- Emergency Engineering Services — Approve contract with Walter P. Moore for emergency engineering work in the same area.
