MUSCATINE, Iowa – Muscatine’s strength has always come from its people. Every day, residents step up — quietly, consistently, and wholeheartedly — to make this community stronger. From neighborhood volunteers to long-time civic leaders, Muscatine thrives because so many are willing to share their time, ideas, and passion for the place they call home.
That spirit of service is especially visible in the residents who serve on the City’s boards and commissions. Their insight helps guide the programs, policies, and long-range planning that keep Muscatine growing, welcoming, and ready for the future.
Right now, the City is inviting residents to bring their voices to the table by applying for openings on several boards and commissions:
- Administrative Review Panel
- Adjudicates appeals made by motor vehicle operators, and hears appeals by vehicle owners prior to impoundment for unpaid parking fines.
- Airport Advisory Commission
- The Commission assists in the preparation of the airport budget; recommends procedures and policies in connection with the administration of the airport; investigates means by which the airport can improve; and makes recommendations for the long-range needs of the airport.
- Historic Preservation Commission
- The Commission safeguards the city's historic, aesthetic and cultural heritage by preserving sites and districts of historic and cultural significance.
- Library Board of Directors
- Oversees management of the Muscatine Musser Library by the Library Director; employs and removes the Library Director as necessary; approves expenditure of money allocated by the City Council to the library; approves the library budget for submission to the City Council.
- Planning and Zoning Commission
- Reviews proposed subdivisions, rezoning requests, and the sale of public property; makes recommendations concerning the growth of the city; and formulates a five-year Capital Improvement Plan for the City.
- Zoning Board of Adjustment
- The Board hears and decides appeals involving an alleged error in any order, requirement, decision or determination made by an administrative official in the enforcement and interpretation of the zoning ordinance and hears and decides special exceptions to the zoning ordinance.

Muscatine has 12 boards and commissions in total, each playing a key role in shaping quality of life — from parks and public art to zoning, development, and historic preservation. Details on each board, qualifications, and the application form are available at BOARDS.

Applications remain on file for future opportunities, so residents are welcome to apply even if the current openings are not the perfect fit.
All applications are reviewed by the Nominating Committee — which includes the Mayor, two City Council members, and the City Administrator or a designated staff member — to ensure applicants meet qualifications and avoid conflicts of interest. Qualified candidates are then forwarded to the City Council for appointment.
