MUSCATINE, Iowa — The Muscatine City Council will take up three major discussion items during its in-depth meeting at 5:30 p.m. Tuesday, May 12, in the Council Chambers at Muscatine City Hall. In-depth sessions are designed for longer, more detailed presentations and allow Council members to explore complex issues before any formal action is considered.
"We want residents to see how these discussions connect directly to the quality of life in Muscatine," City Administrator Matt Mardesen said. "Whether it’s economic development, statewide policy changes, or the progress of our Public Works projects, each topic plays a role in how we continue moving the city forward."
Musco expansion and proposed TIF agreement
Council members will hear a presentation outlining a potential expansion of Musco in Muscatine, including details on the scope of the project, anticipated economic impact, and the company’s long-term footprint in the community.

The discussion will also include a proposed Tax Increment Financing (TIF) agreement, which would support the expansion by reinvesting a portion of new property tax revenue generated by the project. Staff will walk through how the TIF structure would function, projected timelines, and the expected return on investment for the city.
Legislative update from the Iowa Chamber Alliance
Dustin Miller, executive director of the Iowa Chamber Alliance, will brief the Council on recent legislative changes at the state level and how those changes may affect municipalities, local budgets, and the business community.
The update is expected to cover policy shifts from the most recent legislative session, including economic development tools, regulatory changes, and statewide trends that could influence Muscatine’s strategic planning.
Overview of current Public Works projects
City staff will provide an overview of Public Works projects currently underway or in the planning stages, giving Council members and the public a clearer picture of infrastructure work across Muscatine. The update may include street reconstruction efforts, utility improvements, stormwater projects, facility upgrades, and timelines for upcoming phases of work.
The overview is intended to help residents understand progress, and how these projects fit into the city’s long-range capital improvement planning.

All City Council meetings are open to the public, offering residents the opportunity to observe and participate in local government.
