Sweet and Sour Meatballs

1-1/2 pounds ground beef
3/4 cup oatmeal (quick type)
1 cup milk
1 teaspoon salt
3 teaspoons onion, chopped
1/2 teaspoon pepper
3 tablespoons sugar
3 tablespoons vinegar
1/2 cup water
1 cup ketchup

Mix first six ingredients together lightly and form into 1-inch balls. Place in single layer in large casserole or pan. Mix together sugar, vinegar, water and ketchup and pour over meatballs. Bake uncovered at 350 degrees for 1 hour. After 1/2 hour, turn the meatballs for the remaining 1/2 hour.
