Access to the Dispatch/Argus newspaper on the web is normally restricted to only users who are dialed up and connected through an account with Quad-Cities OnlineŽ, customers who have an active 7 day print subsciption to the Dispatch/Argus newspapers, or who have paid for online only access to read the news. 1988 -- 25 years ago: William G. Lawrence, first administrative director, has retired fromPECO Enterprises, Inc. Prior to his service at PECO, Mr. Lawrence was the civilianpersonnel officer at the Rock Island Arsenal.
