NOTICE NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS May 17, 2013 Brian Hollenback Rock Island Economic Growth Corporation 100 19th Street, Suite 109 Rock Island, IL 61201 TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS: On or about May 25, 2013 the Rock Island Economic Growth Corporation (the "Sponsor") will request the Illinois Housing Development Authority (the "Authority") to submit a request to the HUD Regional Office, 77 West Jackson St., Chicago, IL. To authorize the release of HOME Program funds under Title II (HOME Investment Partnerships Act) of the National Affordable Housing Act of 1990, as amended, to undertake a project known as (the Rock Island Economic Growth Corporation's Homebuyer Assistance Program with Rehabilitation SHB-50658), for the purpose of down payment, closing costs and rehabilitation assistance for the benefit of low- and very low-income buyers of single family dwellings in the City of Rock Island, Rock Island County, Illinois. $660,000.00 has been set aside for this program including purchase assistance, rehabilitation assistance and related administrative expenses. The activities proposed ARE CATEGORICALLY EXCLUDED UNDER HUD REGULATIONS AT 24 CFR PART 58 FROM NATIONAL POLICY ACT REQUIREMENTS. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Rock Island Economic Growth Corporation, 100 19th St., Suite 109, Rock Island, IL 61201 and may be copied weekdays from 8:30 AM to 5:00 PM. CONDITIONS The current Environmental Review Record represents the first of a two-tiered review. The Environmental Review indentifies which statutes will be reviewed and what steps taken to complete the review for each specific site. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Homeownership Department, Illinois Housing Development Authority, Suite 700, 401 N. Michigan, Chicago, IL. 60611. HUD'S acceptance of the certification satisfies its responsibilities under NEPA and allows Rock Island Economic Growth Corporation to use HOME Program funds. OBJECTIONS TO RELEASE OF FUNDS The Department of Housing and Urban Development will accept objections to its release of funds and the certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (which is later) only if it is one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Illinois Housing Development Authority; (b) the Illinois Housing Development Authority has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD Community Planning and Development Director at 77 West Jackson BLVD., Chicago, IL. 60604. Potential objectors should contact HUD to verify the actual last day of the objection period.
