STATE OF ILLINOIS COUNTY OF ROCK ISLAND
Pursuant to Title 17, Chapter I, Section 1080 of the Illinois Administrative Code, notice is hereby given that Holcim (US) Inc., 6211 Ann Arbor Rd., Dundee, MI 48131 has applied to the Illinois Department of Natural Resources for an Incidental Takings Authorization for the State-Threatened Black Sandshell Mussel (Ligumia recta) in connection with construction of a barge receiving system. The barge receiving system will be built in the Mississippi River, on the City of Rock Island riverfront at River Mile 481.1 in Section 34, Township 18 North, and Range 2 East in Rock Island County, Illinois.
Holcim Inc., has prepared a Conservation Plan for the Black Sandshell Mussel which discusses the measures that will be taken to avoid and to minimize the taking of this listed mussel species and identifies the species and its characteristics. The estimated “Incidental Take” of black sandshell mussels is 1-5 individuals. To minimize the potential for direct impact, mussels will be removed from within the footprint of each pile drilling and a 5’diameter buffer around each pile and relocated up or downstream where mussel concentrations are known to exist.
The public is invited to review and comment on the Conservation Plan. A copy is available for review in the Rock Island Public Library, 401 19th Street, Rock Island, Illinois 61201 (Tel. 309.732.7323). All comments should be submitted to Ms. Jenny Skufca, Endangered Species Project Manager, Illinois Department of Natural Resources, One Natural Resources Way, Springfield, Illinois 62702-1271. Comments may also be emailed to: Jenny.Skufca@Illinois.gov. The closing date for receipt of written comments on the Plan is May 20, 2014.
