1.1 PROJECT INFORMATION

D. Project Description: The Work consists of the renovation of planter areas within an existing interior space (the Aviary). The planters will be modified and converted into a Meerkat exhibit and an auxiliary adjacent exhibit (species to be determined).
E. Construction Contract: Bids will be received for the following Work: GENERAL CONTRACT
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: November 13, 2014.
2. Bid Time: 2:00pm, local time.
3. Location: Rock Island County Forest Preserve District Office

Rock Island, Illinois 61201
B. Bids will be opened publicly at the Forest Preserve District Office, 2nd Floor.
1. Upon review and approval by the Rock Island County Forest Preserve District, a selected General contractor will be notified of acceptance and award of contract after the next scheduled Rock Island County Forest Preserve Commission Board Meeting.
2. Anticipated Award of Contract and Notice to Proceed may be issued after this meeting, although the Rock Island County Forest Preserve Commission reserves the right to utilize due diligence and the time allotment noted on the bid guarantee.
1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.4 PREBID MEETING
A. There is no pre-bid meeting scheduled for this project.
1.5 Q&A & ADDENDUM PERIOD
A. The final day for formal questions from prospective bidders is Monday, November 10, 2014 at 3pm Central.
B. The final Addendum issued prior to bid opening will be issued no later than November 11, 2014.
1.6 SEALED BID REQUIREMENTS
A. Bids may only be submitted on the forms provided and referenced in this specification.
B. Bids must be delivered or received at the address noted above in a sealed envelope clearly marked as follows:
1. Name of company
2. Name of contact person
3. Project Name: NIABI ZOO – MEERKAT
4. Title: BID PROPOSAL
C. The Bid Security must be enclosed in the sealed envelope and assigned to the Rock Island County Forest Preserve District.
D. The Schedule of Values AIA Document G703 must be completed and included in the sealed envelope.
E. Postmarked, faxed or emailed bids will not be accepted.
1.7 DOCUMENTS
A. Online Procurement and Contracting Documents: Documents will be available via PDF for download from a designated DROPBOX. NOTE: if Contractors or subcontractors or suppliers “share” the DROP BOX folder and its contents, it is the sole responsibility of that person or entity to distribute addenda to the shared recipient. Contractors shall contact the architect via email requesting access to the on-line digital files. Email to: studio@studiobna.com
1. Email requests shall include the Contractor’s name, location, contact information, and website address (if applicable).
2. Subcontractors and suppliers may access the digital files through the same method as noted in item 1 above.
3. Printing of Documents for bidding purposes will be at the expense of the plan-holder. Therefore no deposit is required for printed documents.
1.8 TIME OF COMPLETION
A. The anticipated start date for construction is on or before December 15, 2014.
B. The successful bidder shall begin the Work upon receipt of the Notice to Proceed and shall complete the Work within the Contract Time indicated which is as follows:
1. Final Completion on or before March 2, 2015
1.9 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work.
