BE IT ORDAINED that the Board of Trustees of the Robert R. Jones Public Library District in the Counties of Rock Island and Henry, State of Illinois, shall levy upon all taxable property within the corporate limits of said library district subject to taxation for the year 2014 a tax of .02 percent for the maintenance, repairs and alterations of library buildings and equipment pursuant to Chapter 75, ILCS 15/35-5(b).

PUBLIC HEARING
NOTICE IS HEREBY GIVEN that, on October 8, 2014, at 10:00 a.m., the Executive Director of the Quad Cities Regional Economic Development Authority (the “Authority”), or his designee, will conduct a public hearing, to be held in the Restaurant Conference Room at the Quad Cities International Airport, 2200 69th Avenue, Moline, Illinois, regarding a plan by the Authority to issue its Retirement Facility Revenue Bonds, Series 2014 (Friendship Manor Project) in an aggregate principal amount not to exceed $10,000,000 (the “Bonds”). The proceeds of the Bonds will be used to finance a portion of the cost of the construction of new buildings and renovations and improvements to existing buildings and the acquisition and installation of furnishings, equipment and related property, all constituting a project comprised of approximately 194 apartments of which approximately 114 units are independent living facilities, approximately 65 units are assisted living facilities and approximately fifteen (15) units are assisted living memory care facilities, an approximately five bed shelter care facility, an approximately 89 bed nursing center, a community integrated living facility and three (3) duplex homes, one (1) triplex home and one (1) fourplex home, all containing thirteen (13) units (the “Project”) and to pay a portion of the costs of issuing the Bonds, all to be owned and operated by Friendship Manor, Inc., an Illinois not-for-profit corporation (the “Company”), as a retirement facility. The Project will be located at 1209 21st Avenue, 1202 19-1/2 Avenue, 1218 21st Avenue, 1226-21st Avenue, 1301-22nd Avenue, 2117-12th Street, and 2100, 2101, 2104, 2105, 2108, 2109, 2112, 2113, 2116, 2117, 2120, 2121 and 2125 Friendship Place, all in the City of Rock Island, Illinois.
The Authority is a political subdivision, body politic and municipal corporation duly organized and validly existing under the laws of the State of Illinois, and particularly the Quad Cities Regional Economic Development Authority Act, 70 Illinois Compiled Statutes 2012, 510/1 et seq., as supplemented and amended (the “Act”). The Bonds will be issued by the Authority pursuant to the Act and a resolution proposed for adoption by the members of the Board of Directors of the Authority. The Bonds will not be general obligations of the Authority, the State of Illinois or any political subdivision thereof, but will be special, limited obligations of the Authority as the principal of, premium, if any, and interest on the Bonds will be payable solely from the revenues and receipts derived from the repayment of the loan of the proceeds of the Bonds to the Company pursuant to the terms of a Loan Agreement (the “Agreement”), by and between the Authority and the Company. To evidence its obligation to repay the loan of the proceeds of the Bonds, the Company will execute and deliver its promissory note (the “Note”) identical to the terms of the Bonds as to principal amount and maturity dates, interest rates and payment dates and prepayment (or redemption) provisions. The Bonds and the interest thereon will not constitute a debt of the State of Illinois, and will not constitute an indebtedness of the Authority, the State of Illinois or any political subdivision thereof or a loan of credit or a charge against the general credit or taxing power, if any, of any of them, within the meaning of any constitutional or statutory limitation, and the Authority, the State of Illinois and any other political subdivision thereof will not be liable for the payment of the principal of, premium, if any, or interest on the Bonds. No owner of the Bonds shall have the right to compel the taxing power, if any, of the Authority, the State of Illinois or any political subdivision thereof to pay the principal of, premium, if any, or interest on the Bonds. The Authority has no taxing power.
The above-noticed public hearing is required by Section 147(f) of the Internal Revenue Code of 1986, as amended. At the time and place set for the public hearing, residents, taxpayers and other interested persons will be given the opportunity to express their views for or against the proposed plan of financing, the issuance of the Bonds and the nature and location of the facilities proposed to be financed thereby. Written comments may also be submitted to the Executive Director of the Authority at his office located at 1601 River Drive, Suite 310, Moline, Illinois 61265, until October 7, 2014. Subsequent to the public hearing, the Governor of the State of Illinois will consider approval of the issuance of the Bonds.
