Hart Executive Director Project NOW, Inc. 418 19th Street Rock Island, IL 61201 (309)793-6391 On or about May 25, 2013 the Project NOW, Inc. will authorize The Illinois Housing Development Authority to submit a request to the HUD Regional Office, 77 West Jackson St., Chicago, IL to authorize the release of HOME Investment Partnership funds under Title (II) of the (National Affordable Housing Act of 19(90), as amended, to undertake a project known as the Project NOW, Inc. Homebuyer Assistance Program with Rehabilitation, SHB-50657, for the purpose of down payment, closing cost, and rehabilitation assistance of single family homes for the benefit of low- and very low-income home buyers of single family dwellings in Henry, Mercer, and Rock Island Counties, Illinois. $660,000 has been set aside for this program for purchase assistance, moderate rehabilitation, and program related administrative expenses. OBJECTIONS TO RELEASE OF FUNDS The Department of Housing and Urban Development will accept objections to its release of funds and the certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Illinois Housing Development Authority's; (b) the Illinois Housing Development Authority's has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD Community Planning and Development Director at 77 West Jackson Blvd., Chicago, IL 60604.
