IFB 2014 SPM-01
Available: October 2, 2014-October 10, 2014
The Rock Island County Metropolitan Mass Transit District (MetroLINK) is soliciting Bids from qualified construction firms to provide construction services and work on the first phase of a new MetroLINK transit hub to be constructed at Southpark Mall, 4500 16th Street, Moline, Illinois. MetroLINK will be the procuring agency for the contract award.
The Invitation for Bid solicitation (IFB 2014 SPM-01) package will apply to this construction bid package solicitation relative to the various construction elements, specifications, and drawings to be provided as needed. The base IFB solicitation IFB 2014 SPM-01 package containing complete IFB instructions and requirements for submitting Bids and downloading the package containing construction specifications and drawings will be available on the dates noted above, and may be obtained from the MetroLINK website at www.gogreenmetro.com
All potential Bidders, Sub-contractors, and Suppliers are reminded that all elements and requirements of the IFB 2014 SPM-01 are mandatory elements of any Bid package submittal. The Bid Submittal package under IFB 2014 SPM-01 is due by 2:00 p.m. local time, on Friday, October 10, 2014.
IFB 2014 SPM-01: Consists of the basic Invitation for Bid solicitation document for the acquisition of services, equipment, material, supplies, and labor required to perform construction services for the first phase of MetroLINK’s new Southpark Mall Transit Hub, located at Southpark Mall (4500 16th Street, Moline). The IFB 2014 SPM-01 contains requirements for the submittal of the Bid package and the full scope of work and service requirements.
At a minimum, MetroLINK will require all Bidders to certify compliance with applicable Local, State, and Federal laws and regulations pertaining to third-party procurement. Such laws and regulations include, but are not limited to, references to non-discriminatory employment and business practices (Equal Employment Opportunity and Disadvantaged Business Enterprise provisions), benefited parties (prohibited interests of elected officials), and ineligible firms (suspension and debarment provisions). The general and specific requirements, conditions, and Scope of Work applicable for each Bid submittal are contained in the individual IFB Proposal solicitation packages. To wit:
Financial Assistance
“Any contract resulting from these Bids is subject to financial assistance contracts between MetroLINK (and the United States Department of Transportation) and the Illinois Department of Transportation.”
Equal Employment Opportunity Compliance
“The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.”
Rejection of Bids
“The right is reserved to accept any Bid or any part or parts thereof or to reject any and all bids. Acceptance of any bid is subject to concurrence by the Illinois Department of Transportation (and the United States Department of Transportation).”
Disadvantaged Business Enterprise
“MetroLINK has established a DBE goal of 4.59%. The successful respondent will be asked to provide documentation of their status as a certified DBE or the actual participation of DBE suppliers and sub-consultants participating in this Project or their “good faith efforts” to involve DBE firms.”
This IFB 2014 SPM-01 Bid solicitation will be accomplished through a competitive sealed-Bid process in accordance with the provisions, requirements, and instructions set forth in the IFB 2014 SPM-01 Bid solicitation documents. A contract will be offered to the most responsive and responsible low Bidder in compliance with the Bid requirements, based on the results of the evaluation process utilized for Bid Offers received in response to the IFB 2014 SPM-01 solicitation.
All Bid pricing must remain valid for a minimum period of ninety (90) calendar days following the Bid due date.
Bid submittals shall contain all required information and be identified and submitted in compliance with IFB 2014 SPM-01 instructions, Scope of Work, and all Addenda issued in conjunction with the IFB solicitation. Failure to meet IFB submittal deadlines or to comply with IFB/ Addenda instructions may disqualify a Bid from further consideration. Any Bid received after the Bid submittal due date and time will not be considered. Bid submittals will be returned to the Bidder, only upon receipt of a written request.
Complete Bid submittals are due no later than 2:00 PM local time on Friday, October 10, 2014. Bids will be publicly opened and reviewed separately by a MetroLINK Bid Review Committee, in accordance with the procedures noted in the IFB solicitation package.

The hearing will be held in the Rockridge Junior High School Library, 14110 134th Avenue West, Taylor Ridge, Illinois. The purpose of the hearing will be to receive public comments on the proposal to sell bonds of the District in the amount of $9,485,000 for the purpose of conforming its existing facilities that house students to the building code promulgated by the State Board of Education of the State of Illinois, by altering and reconstructing said facilities and having equipment purchased and installed therein.

  Today is Thursday, Oct. 2, the 275th day of 2014. There are 90 days left in the year.

1864 -- 150 years ago: The ladies have adopted the fashion of wearing representations of insects in the flowers on their bonnets. Some look very natural.
1889 -- 125 years ago: T.F. Cary, former Rock Island alderman, has accepted a position as salesman for a Chicago wallpaper house and plans to move to that city.
1914 -- 100 years ago: Work on the new telephone building on 18th Street between 6th and 7th avenues is progressing rapidly.
1939 -- 75 years ago: Rock Island's new theater at 3rd Avenue and 19th Street will have a name significant of its location. The "Rocket" is scheduled to open Thanksgiving Day.
1964 -- 50 years ago: Two of Rock Island's newest water towers were vandalized last night, including the one at 38th Street and 31st Avenue, where police took five Moline boys into custody about 9 p.m..
1989 -- 25 years ago: Some of us who live in the Quad-Cities take the Mississippi River for granted, or at least we used to. But the river is not taken for granted by our visitors. And most Quad-Citians are realizing the importance of the river to this area as increased emphasis is placed on tourism.
