Parents of alleged victim file suit against Moline man accused of sexual abuse

The parents of an alleged victim have filed suit against Luis G. Paniagua, 26, a Moline man accused of sexually abusing two children in Rock Island County.

The court has allowed the couple to be referred to as "Jane Doe #1 and John Doe" for the duration of the case to protect the family's identity and temper further "psychological damage," according to court records filed on Friday in Rock Island County Circuit Court.

The couple is requesting more than $50,000 in damages for the suffering they, and their child, have endured "at the hands of the Defendant" whose alleged conduct was "willful and wanton," the suit contends.

Mr. Paniagua was chargedwith three Class 2 felony counts of aggravated criminal sexual abusein February 2012. He was charged with a fourth count of the same nature in September. Both victims were younger than the age of 10, records allege.

The complaint claims Mr. Paniagua is a "flight risk" and requests the court temporarily freeze his properties and other assets.

According to a jail official, Mr. Paniagua posted 10 percent of a $100,000 bond in September and has been out of the Rock Island County Jail since. Mr. Paniagua could not be reached for comment on Monday.

If the two criminal cases are not settled by a Feb. 14 plea hearing, the matter is scheduled to proceed to a Feb. 19 trial.
