East Moline man faces 16th charge of driving on revoked license

An East Moline man, with a long history of illegally getting behind the wheel, is charged with two misdemeanor counts of driving under the influence of alcohol and a felony count of aggravated driving on a revoked license. Richard Earl Bellmon, 53, of 1208 13th St. No. 4, made an initial appearance on Wednesday in Rock Island County Circuit Court. His charges stem from a Nov. 5, 2012, incident when records state he was stopped by police driving a 1999 Cadillac west on Interstate 88, near milepost 3, at a time when his blood alcohol level was more than the legal limit of .08. Mr. Bellmon is not allowed to drive because his license was revoked for a previous DUI conviction, records state.Court documents indicate he has been caught driving on a revoked license 15 times in Illinois between 1996 and 2010 in the counties of Boone, Cook, DuPage, Will and Winnebago. Mr. Bellmon remained in the Rock Island County Jail on Wednesday on a $50,000 bond and has a preliminary hearing scheduled for Tuesday.
