Silvis apartment complex gets go-ahead

SILVIS -- City council members on Tuesday night granted a go-ahead for a proposed $4 million, 48-unit apartment complex in Silvis.
According to earlier information, the complex will have 36 two-bedroom units and 12 one-bedroom apartments. Rent will be about $700 per month for a one-bedroom and $900 for a two-bedroom, with carports included.
Deer Valley Apartments is planned near the intersection of 10th Street and 22nd Avenue, close to the former Ace Hardware building that now houses Option Health and next to a new Doc's Inn restaurant.
Council members voted unanimously to proceed with the project, referred to in an earlier news release as ''one of the first market-rate apartment developments on the Illinois side of the Quad-Cities in many years.''
A ground-breaking is expected within 90 days, said city administrator Jim Grafton, who thanked developers for bringing the project to Silvis. Before then, he said, a development agreement and tax-increment financing details will be finalized.
No anticipated construction completion date was available.
Developers David Barker, of Barker Apartments, and Ben Eastep, of Hynd Farm Junto Group, also had discussed the possibility of another 48-unit complex in the future during a city council presentation on April 17.
Barker Apartments, an Iowa-based partnership with more than 30 years of apartment business experience, owns and operates more than 2,000 apartments in the Iowa Quad-Cities and Iowa City.
In other council action Tuesday, the council voted 7-1 to override Mayor William Fox's veto issued last month, objecting to a $291,890 bid to paint a 17th Avenue water tower to resemble a golf ball on a tee. Ald. Bob Cervantes, 1st Ward, was the sole dissenter.
Mr. Grafton said the painting project will begin in the fall.
