Burial is at Oakdale Memorial Gardens. Arrangements are by Weerts, Davenport. Surviving are his mother, Alma Foulks; wife, Rosezella Foulks; children, Tianti Hill, Stacia Hill, Kristen Hill, Giah Hill, Deshawna Bogguess, Terriana Harris, Demico Hill, Otis Foulks III, DeAunte Hawkins; siblings, Carla Foster, Ronald Foulks, Dale Foulks; 18 grandchildren.
