EM sets $25 fee per video gambling machine

East Moline on Tuesday set a $25 licensing fee per machine for establishments wishing to have video gambling machines. The 4-to-2 vote had Alds. Dave Kelley, 5th Ward, and Gary Westbrook, 7th Ward, voting against the measure. Ald. Helen Heiland, 1st Ward, was not present. Also on Tuesday, Mayor John Thodos announced he had selected former East Moline alderman Luis Puentes to replace Dianne Hosford as head of the city's Police and Fire Commission. Ms. Hosford recently announced she would be leaving the board. Mayor Thodos had to split a 3-to-3 tie on the appointment. Alds. Gary Almblade, 2nd Ward, Ed DeJaynes, 4th Ward, and Ald. Westbrook voted for the appointment. Acting as committee of the whole, aldermen also tentatively approved three projects on the city's capital improvement plan approved last year: -- The18th Avenue storm sewer replacement expected to cost $240,000; -- A pipe repair in the water plant expected to cost $158,385; and -- Buying a new garbage truck for $200,000. Approvals of the storm sewer and water plant projects were unanimous; Ald. Kelley voted against seeking bids for the truck. Up to $500,000 is available for the water plant repair if necessary. Final approval must still come during a city council meeting. The next meeting is scheduled for Feb. 4.
