Port Byron chooses a contractor for wastewater treatment plant

PORT BYRON -- The village board pushed ahead this week with steps needed to begin construction of the new wastewater treatment plant.

Trustees agreed to sign a notice of intent to award the contract for the project to General Construction of Bettendorf, which submitted the low bid of $3,908,700, a million less than the estimate.

Patrick Ready of MSA Professional Services, the project engineer, told the board that a pair of reference calls about General Construction resulted in positive comments. "The village clerk at Long Grove, Iowa, where General Construction built a plant similar to Port Byron's, told me they did good work, as did the clerk at Orion, Illinois."

Mr. Ready said the village must send the Illinois Environmental Protection Agency the notice of intent to award the contract, along with a loan application. He emphasized that the actual awarding of the contract will not occur until IEPA approves the loan application.

Mr. Ready said the IEPA is confident that Port Byron will receive stimulus money for this project. If stimulus money is received, the village will only have to pay $3 million in a period of 20 years.

He said that General Construction will have 550 days to complete the project. He doubts it will take anywhere near that long and said it's possible the new plant will be online within one calendar year.

In other business, the board approved payment of $32,485.86 to Illinois Municipal League Risk Management Insurance.

The board learned that the village received a SWAG (Solid Waste Assistance Grant) in the amount of $1,535 from Rock Island County Waste Management. The money must be used for a recycling-related activity. No decision was made for distribution of the funds at this time.

Public Works Superintendent Rick Kessler's Operations and Maintenance Report included the following:

-- The water main at Quarry Street was tapped and the service line hooked up for the new maintenance garage. The area disturbed will be patched.

-- The old water truck was sold for $4,500. The check was applied to the loan for the new one.

-- The floor drains, oil/water separator, plumbing under the floor and water service line have been installed in the maintenance building.
