ALPHA -- Drainage, a water-sewer rate increase, and infiltration problems were the primary topics at the Alpha's board meeting this week.
Water superintendent Keith Taflinger had photographs showing surface-water infiltration into the drain system. Board members agreed work should begin on solving the problem.
"We need to start somewhere," trustee Dennis Shannon said as the board discussed storm drains near the elementary school and other areas.
"We've been talking about the problem for several years. Let's do something -- diagnose the worst areas and go from there," trustee Dan Doy added.
The board directed Mr. Taflinger to gather information and cost estimates.
Reviewing the audit report, a negative change of $22,000 was noted in the water-sewer fund, resulting in an overall operations loss of $9,500.
"A $25 quarterly increase would generate about $30,000 annually," Mayor Marvin Watters said.
Trustee Barb Damron suggested that if rates increase, perhaps the board should consider going to monthly billing instead of quarterly.
"Along with an increase, this would make a difference for those on fixed incomes," Mrs. Damron said.
Mr. Taflinger, reporting on the Illinois Rural Water conference he attended in Rockford, said the village does not qualify for grants based on the low water-sewer rate for the village.
"In order to qualify (for a grant), we would have to assess a minimum monthly bill of $46," he noted.
Requirements have changed with regard to any sanitary sewer overflows that might occur. Mr. Taflinger said reports that include location, duration and estimated volume of overflow must be filed and permits will clarify requirements for proper operation and maintenance of the collection system. This includes requiring the development and implementation of capacity, management, operation and maintenance (CMOM) programs.
In other business, the board learned:
-- The annual Christmas Walk is scheduled for Friday, Dec. 18. Churches, organizations, businesses and other groups are invited to participate.
-- The Illinois Municipal Risk Management fee and dues are $10,261, up from last year's fee of $9,595.
-- The village wastewater plant has been nominated as "Best Operated Wastewater Treatment Works" by the Illinois Association of Water Pollution Control Operators. Alpha was one of six nominated from 682 Group Four facilities statewide.
