Macaroni Salad

This makes a lot and is so yummy. The sauce is sweet and goes down well.

1 cup sugar
1 cup vinegar
1 can (14 ounces) sweetened condensed milk
2 cups mayonnaise
1 pound box or bag of rotini macaroni
1 cup onions, chopped
1 cup carrots, chopped
1 cup green pepper, chopped
Salt and pepper

Boil sugar and vinegar for 2 minutes. Cool down in refrigerator. When chilled, add milk and mayonnaise. Boil macaroni according to directions on box; drain. Pour in a large mixing bowl. Add chopped vegetables, stir to mix. Add cooled sugar mixture, coat well. Salt and pepper to taste.
Cover well and store in frigerator until using.
